"They cut back their presence and did not resolve a single issues and created more problems. They carry political and moral responsibility for what is taking place in Afghanistan now," Zamir Kabulov said at a press conference.
The Russian diplomat added that Washington had finally admitted that the Daesh group was active in the Asian nation and expressed hope that the United States would use its resources to tackle the threat.
"Finally, the United States has spotted the Daesh in Afghanistan. If six months to a year ago they said that separate rogues do not make the weather there, they are now looking at it more seriously… We would like to make this more serious approach transform into more serious military actions because the United States has a power component in Afghanistan to quell this danger," Kabulov said.
According to the official, Russian troops will not be involved in fighting terrorists in Afghanistan.
Afghanistan is in a state of political and social turmoil, with government forces fighting the continuing Taliban insurgency, while other extremist groups, such as the Daesh group, outlawed in many countries including the United States and Russia, have also expanded their activities both in the country and in neighboring states. The instability has persisted in the country since the 2001 US-led invasion to defeat the Taliban and al-Qaeda.
The US-led NATO combat force withdrew from Afghanistan in December 2014. However, more than 10,000 US military personnel remain in the country as part of the Resolute Support mission.
