News Story: Ordinary citizens could be investigated under 'anti-conspiracy' bill - state minister

Regular citizens may be subject to government investigation under "anti-conspiracy" legislation, State Minister of Justice Masahito Moriyama said during an April 21 House of Representatives Judicial Affairs Committee debate.

"It is not necessary the case that the general public would not be subject to preliminary investigation, but such cases would be very limited," Moriyama said in reply to a question from opposition Democratic Party (DP) lawmaker Seiji Osaka.

Osaka had cited the government's previous claims that regular people would not be subject to punishment under the legislation, which would criminalize "act of preparations to commit crimes such as terrorism" by changing the conditions that constitute a conspiracy.

Opposition legislators also questioned the definition of "organized crime groups" to which the bill applies.
