Philippines: Soldiers Accused of Torture, Under Technical Arrest

CAMP GENERAL EMILIO AGUINALDO, Quezon City – Four Soldiers were placed under technical arrest Wednesday while the Armed Forces of the Philippines (AFP) is undertaking investigation regarding the incident in Basilan of an alleged torture to a local of Basilan Province.

The soldiers, all under the 1st Infantry Division’s Special Operations Task Force Basilan (SOTF-Basilan) under operational control of West Mindanao Command (WESMINCOM), are now restricted to station at the headquarters of SOTF-Basilan under guard and are relieved of all their duties pending the result of the investigation.

Conducting the investigation are the Judge Advocate General’s Office and Human Rights Offices of WESMINCOM and 1st Infantry Division of the Philippine Army which are also currently coordinating with the Provincial Police Office of Basilan and Regional Office of the Commission on Human Rights in charge of the area.

The AFP Chief of Staff, Gen. Eduardo S.L. Oban Jr. directed WESMINCOM Thursday to conduct an investigation and to make sure that the families of the victims and non-victims will be safe, secured and well taken care of.
